Construction Value Toolkit receives new distributor

The Construction Value Toolkit can be used to add value to projects

The toolkit is part of an initiative backed by the government and industry to take a value-first approach to construction

The toolkit is now to be distributed by Constructing Excellence after formerly being distributed by the Construction Innovation Hub (CIH).

Constructing Excellence is run by the Building Research Establishment (BRE).

The construction Value Toolkit’s distribution will not be interrupted

BRE was made responsible for transferring the distribution of the construction Value Toolkit from the CIH to Constructing Excellence and ensuring that its uptake across the industry is not interrupted.

The toolkit is to be used by construction firms, clients, policymakers, and project teams in planning and is intended to be used as a resource to add value to all decision-making.

It allows the user to define, deliver, and manage construction outcomes, supporting a focus on long-term value instead of short-term costs.

The toolkit was developed with input from over 200 partners throughout the industry and governmental figures and has already delivered value to several projects in the public and private sectors, including for Bristol City Council and East Sussex County Council.

The toolkit was originally developed in 2022

The toolkit was originally launched under the Construction Innovation Hub’s distribution.

It works through five phases of an investment cycle that applies to all construction projects:

  1. Need
  2. Concept Design Optioneering
  3. Detailed Design
  4. Delivery
  5. Operation

The toolkit also helps users to make more informed and value-based decisions through activities that help:

  • To identify and prioritise strategic objectives mapped to the Value Definition Framework, providing a definition of what value means to the client
  • The development of outcome drivers (SMART statements) that translate the strategic objectives into initiatives or priorities that can be embedded within the scope of the project or programme and will help to achieve the strategic objectives
  • To value scorecards that enable metrics and performance ranges to be set for each outcome driver to enable value to be objectively measured and different options evaluated.

“The Value Toolkit is a crucial mechanism to ensuring the construction sector is a community which prioritises the value of environmental, economical, and societal outcomes of buildings and projects.

“We are pleased to have been involved in the Toolkit’s development from the outset alongside industry and government; its impact so far has been significant, enabling those in the private and public sectors to make more informed decisions about their projects. Fergus Harradence, deputy director, infrastructure, construction & rail at the Department for Business & Trade (DBT), said: “The Value Toolkit supports the optimisation of the design and delivery of projects and programmes in the built environment, and their performance when in operation, an objective of the Transforming Infrastructure Performance: Roadmap to 2030.

“The Toolkit was developed in response to an identified need for public and private sector clients and the supply chain, for a common methodology for defining value for a construction project or programme. It was funded through the Transforming Construction Challenge and defined and trialled through a collaborative process involving Government and over 200 industry and academic experts from the construction sector.

“The Value Toolkit provides a methodology for developing outcome-based specifications and, through this, delivering the requirements of the Social Value Framework, as well as those of the Climate Change Act and the Environment Act 2021. Its use is recommended by the HMG Construction Playbook and associated supplementary Guidance Notes.”
