A review that will examine LOLER rules and attempt to make them more straightforward is incoming
The government have announced that HSE are going to perform a lifting rules review.
This comes as part of a general reform of the regulatory landscape.
Regulations block too much, says government
The government are saying that the regulatory landscape is no longer working as intended, with many regulations now inhibiting growth and investment, and they are looking to other countries such as Singapore and Australia for inspiration in evolving regulation.
The review comes from many businesses stating that regulations are often too complicated, redundant or duplicative, and stifling.
The HSE have been given the task of consulting on, and proposing changes to, the definitions, occupational diseases, and dangerous occurrences reported under the Reporting Of Injuries, Diseases and Dangerous Occurrence Regulations 2013. This is intended to streamline the process of reporting such incidents and allowing businesses to comply more efficiently.
HSE will also look at older prescriptive legislation, including the Pressure Systems Safety Regulations 2000, and the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER), and undertake a review to remove bloat and unnecessary features in both in reflection of new technology and reliability in work equipment.
Other sectors will also be reviewed
Some other sectors are also set to undergo, or have already undergone review, including an Ofgem review, an independent commission conducting a review into the water regulatory system which is now calling for evidence, and a review into the transport sector will reform the Office for Road and Rail.
The reviews all fall under the government’s industrial strategy, laid out in October, with very little mention of construction.
The prime minister, Keir Starmer, said: “For too long, the previous Government hid behind regulators – deferring decisions and allowing regulations to bloat and block meaningful growth in this country.
“And it has been working people who pay the price of this stagnation.
“This is the latest step in our efforts to kickstart economic growth, which is the only way we can fundamentally drive-up living standards and get more money in people’s pockets.
“That’s why it is the priority in the Plan for Change, and it’s why I’m not letting anything get in its way.”
Chancellor Rachel Reeves said: “The regulatory system has become burdensome to the point of choking off innovation, investment and growth. We will free businesses from that stranglehold, delivering on our Plan for Change to kickstart economic growth and put more money into working people’s pockets.”
