Tutor Perini team to build $1bn automated people mover in California

A consortium containing US companies Tutor Perini and Parsons have been selected for the design, construction, financing, operation and maintenance of a 2.6km automated people mover for Inglewood in southwest Los Angeles.

The Inglewood Transit Connector will run between metro line K and destinations such as the Kia Forum, the Sofi Stadium, the YouTube Theatre and the Intuit Dome.

Elevate Inglewood Partners includes Tutor Perini as lead contractor, Parsons as lead designer, Woojin Industrial System as the transit system operator and supplier, Alternate Concepts as operator and maintenance supervisor and Plenary Americas US Holdings as an equity member.

The project will be procured as a public–private partnership and will be overseen by LA Metro and the County of Los Angeles.

In December 2023, the Federal Transit Administration (FTA) pledged $1bn to the project. It has already been awarded $200m of other federal funding.

Janice Hahn, Los Angeles County supervisor, said: “The connector will link our LA County Metro system to key destinations in Inglewood. It will also help alleviate traffic congestion, reduce emissions and increase ridership on the LA metro.”

Karen Bass, Los Angeles’ mayor, said: “Across the region, we are working to prepare to host major world events in the coming years like the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games.”

Contracts and pricing are currently been organised by the PPP and the City of Inglewood. Construction is due to begin in 2025.
